Traffic Calming Project Outcome
A summary by a Leeds City Council Highways Department Senior Engineer. The proposals are led by, and broadly determined by, Pool Parish Council. As you will be aware, none of the initiatives generated priority for funds from Traffic Management or the Local Transport Plan although it is acknowledged that there are local concerns that can be considered.
Belisha Beacon Halos No recorded injury accidents involving pedestrians in village in current five year period. Reported concerns of vehicles not stopping for both zebra crossings. Previous works to improve illumination of zebra outside PO, including removal of tree. The halos have had limited use in Leeds but do make the crossing much more conspicuous to drivers. Positive reports from elsewhere. Will improve perceptions of safety.
Zebras still require using with caution. Just because a driver is supposed to stop for you does not mean that the driver will... Highway Code Rule 19 refers.
Flashing lights either side of school These will serve to highlight the school warning signs at pertinent times as they will be set to flash at the beginning and end of the school day only. See above regarding pedestrian injuries.
'Permanent' SID signs.Signs that show approaching drivers of their speed with green / orange / red numerals depending on the settings. Speed surveys will need to be updated ahead of introduction and data taken from signs afterwards to determine what effect the signs have. Some research suggests these signs have a limited effect over a short time. Other reports suggest a sustained reduction in mean speeds. The aim is to have alternative sites for the signs so that the Parish Council can arrange for them to be moved. Exact details of data logging and access to data to be determined.
Pool Bank New Road Proposal to change lining to encourage lower speeds within the 30mph limit. Funded by Traffic, Surveys to assess. Single recorded injury accident at junction with Pool Bank Court - loss speed involving a motorcycle and a car emerging from the side road. Three others around the vicinity of Firs Hill Court, one of which was a single vehicle loss of control down the hill, one a motorcyclist going up the hill and the third was an injudicious u-turn. The more recent accidents near Old Pool Bank are noted, but do not feature on the injury-accident record. A good outcome would be a reduction in mean speed and a reduction in the injury-accident rate.
